Many people need assistance paying bills and debt in today’s challenging economy. Families often need help so that they do not have to decide between paying their utilities, rent, mortgage, medical bills or credit card debt.
If you are struggling to keep up with energy costs, we recommend you first contact your utility company to find out about any programs they offer. Many utilities offer financial help via shareholders or community funded emergency payment assistance programs.
The Community Assistance Council provides assistance for utilities, rent and mortgage to individuals that meet the eligibility requirements according to funding guidelines:
General Eligibility Requirements
The goal of the utility and rental assistance is to provide a short term solution to start the process of breaking the cycle of poverty. Clients are encouraged to set goals for long term self-sufficiency, independence and financial fitness. This includes enhancing computer skills, obtaining employment, and rebuilding credit, among other steps. Long-term case management is available to those seeking assistance on this journey.

General Eligibility Requirements
- Applicant’s household must have income at or below 150% of the federal government’s poverty level. This is determined based on cash income and non-cash benefits.
- For utility assistance, applicant must have made a payment from personal funds on the bill for which they are seeking help within 90 days of the date of application.
- Applicant must currently reside at the address where assistance is requested.
- Applicant must be delinquent on the utility bill for which they are seeking assistance.
- Applicant must provide signed documentation from landlord or mortgage company stating the threat of eviction or foreclosure.
